In a blender combine 1/2 cup water, the Nori sheet, lemon juice, pepper and stevia seasonings. Blend until smooth.
Pour misture into a small mixing bowl. Add the chia seeds. Mix until well combined. Set aside refrigerated for at least 4 hours, preferably overnight.
After soaking, stir caviar. If too stiff, add up to 1/4 cup water, adding it a little at a time, and stirring after each addition. It should be easily spoonable but not runny.
Serve chilled in a serving dish with parsley, dill and lemon wedges as garnish, and with cream cheese and crackers.
